GeM, Textiles Committee MoU on Recycled Textiles

14 September 2026: Government e Marketplace and the Textiles Committee have signed an MoU to put recycled textiles GeM listings into public buying. The pact was signed in Mumbai during the Committee’s 62nd Foundation Day programme, observed on 22 August 2026 at headquarters.

What the recycled textiles GeM MoU covers

The stated plan is a waste-to-value-to-market route. Pre- and post-consumer textile waste, scrap and second-hand clothes would be turned into certified products that government buyers can purchase on GeM. The Committee will identify, verify, certify and recognise eligible producers. GeM will create dedicated categories, onboard sellers and train last-mile recyclers.

The work is described as a hub-and-spoke model, with the Committee and affiliate offices handling outreach. Union Textiles Minister Giriraj Singh and Maharashtra Textiles Minister Sanjay Savkare were present. Ajit B. Chavan, Additional CEO of GeM and Kartikay Dhanda, Secretary of the Textiles Committee, signed the MoU. GeM CEO Mihir Kumar spoke after the signing.

The Committee is a statutory body under the Ministry of Textiles, set up on 22 August 1964 under the Textiles Committee Act, 1963. That history is also recorded in an earlier PIB note on the 62nd Foundation Day. Related Screen Print India coverage includes the Committee’s 58th Foundation Day, the ReFiber Mumbai circularity paper and CMAI’s used-clothes upcyclon.
