Integrated Textile and Apparel Development Centres (ITADCs) to Support Textile MSMEs, Says Giriraj Singh
13 July 2026: Union Minister for Textiles Giriraj Singh reviewed major textile-sector initiatives on 9 July 2026, with a focus on Integrated Textile and Apparel Development Centres, technology upgradation and stronger institutional support for MSMEs. Review meeting was attended by Textiles Secretary Neelam Shami Rao, Textile Commissioner Vrunda Manohar Desai and senior ministry officials, according to the Press Information Bureau.

Singh reviewed the transformation of erstwhile Powerloom Service Centres into ITADCs, which are being positioned as one-stop support hubs for textile entrepreneurs, MSMEs and other industry stakeholders. These centres are expected to provide skill development, testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages.
The Minister noted that ITADCs are expanding from service centres into enterprise-development hubs. During the first quarter of FY 2026-27, the centres also supported credit facilitation, e-commerce linkages, product-led entrepreneurship and work around new-age fibres such as bamboo, hemp, flax, banana and pineapple fibres.
The meeting also reviewed the Amended Technology Upgradation Fund Scheme. As per the impact assessment cited in the government release, ATUFS supported 10,061 units, facilitated installation of nearly 6.7 lakh benchmarked textile machines and generated about 3.6 lakh direct employment opportunities.
The study found that every INR 1 crore of subsidy mobilised nearly INR 19 crore of private investment and created around 130 direct jobs. It also said the weaving sector received 46% of total subsidy support.
Singh also inaugurated the revamped website of the Office of the Textile Commissioner and a new Key Performance Indicator (KPI) portal for ITADCs. The KPI portal is designed to track field-level data, benchmark performance and support real-time monitoring across ITADCs.
Neelam Shami Rao stressed coordination among field formations, the Textile Committee, Export Promotion Councils, Textile Research Associations, state governments and industry bodies to improve outreach and implementation.
