Uttar Pradesh Textile Parks: Five Sites Under Sant Kabir Plan
20 October 2026: Uttar Pradesh outlined plans in June 2026 for five textile and apparel parks across Varanasi, Amroha, Bareilly, Sant Kabir Nagar and Bijnor. The proposed Uttar Pradesh textile parks would use a public-private partnership model to support manufacturing and employment, with land transfers, feasibility studies and infrastructure preparation marking progress rather than completed factories.
UP authorities have identified more than 326 acres and secured Cabinet approval for land transfers. These milestones concern project preparation.
Where are the five Uttar Pradesh textile parks?
| District | Proposed location | Reported land allocation |
|---|---|---|
| Varanasi | Ramna | 75 acres |
| Amroha | Amroha | 79.825 acres |
| Bareilly | Baheri | 79.580 acres |
| Sant Kabir Nagar | Maghar | 39.490 acres |
| Bijnor | Nagina | 52.910 acres |
What progress did officials report at Ramna?
The proposed textile park at Ramna in Varanasi is expected to provide a major boost to the region’s traditional Banarasi silk, weaving and apparel industries. In a significant development, approximately 75 acres of land have been transferred to the Handloom and Textiles Department for the project.
The park is planned to offer integrated facilities for manufacturing, storage, quality testing, marketing and skill development. Proposed infrastructure includes industrial plots, plug-and-play sheds, warehouses, testing laboratories, exhibition facilities and training centres. Around 431 entrepreneurs have reportedly expressed interest in establishing manufacturing units at the park.
The project also envisages reliable electricity and water supply, wastewater treatment facilities and improved road connectivity. These facilities could help traditional textile businesses modernise production processes, improve quality and access wider markets.
Developer selection and feasibility work
For the other four Sant Kabir parks, the June update said authorities were revising pre-feasibility reports to incorporate industry feedback. They were also preparing PPP tender documents to select master developers. That sequence matters for prospective occupants: a feasibility report, a developer tender and a functioning factory represent different stages.
Five Parks to Strengthen Textile Manufacturing
The other four parks are planned at Amroha, Baheri in Bareilly, Maghar in Sant Kabir Nagar and Nagina in Bijnor. These projects are expected to support textile processing, garment manufacturing, technical textiles and related industrial activities.
In Baheri, the government issued a tender on 8 October 2026 for developing and operating the proposed park through the PPP model. The tender carries an estimated value of approximately Rs.152.53 crore, with bids scheduled to open in November 2026.
At Maghar, authorities are working on additional land requirements, while infrastructure and investor-related preparations continue. The parks are expected to create opportunities for textile printing, dyeing, finishing, embroidery and other value-added apparel processes.
The initiative could encourage MSMEs, garment manufacturers and textile entrepreneurs to establish production facilities within organised industrial clusters. Shared infrastructure and improved logistics may help reduce operational challenges and enhance manufacturing competitiveness.
